Lots of these were issued in Australia too -
the most common were issued by Departments of Education, to school children.

yes, I have that Victorian one.
I'm impressed that they produced that medal on the first anniversary of ANZAC Day.
The first ANZAC Day March was in 1916, when a group of veterans assembled in Martin Place, Sydney.

Richmond VA WWI service medals are common and this one is missing the ribbon so you would be lucky to get $10. for it. Most local war service medals start at $20-25 for the common bronzes that are complete with ribbons and or brooches. Small towns are scarcer as are some issues from southern and western states.

I've seen ones both with engraving and without, but what I observed was that all the unengraved ones were also without ribbons and vice versa, so I was thinking this medal was surplus and could be worth more.

I would say that an engraved one gives it history so for the same condition an engraved one would be worth more
