The bronze 2-mils coins issued by Palestine from 1927-47 are nearly penny size.

One of my favourite penny-size coins is the Argentinian 2-centavos from the 1880s and 1890s.

For large bronze / copper / brass coins, my favorites are from ancient times.
There are however, the large Russian copper 5 Kopecs, and the British copper 'cartwheel' twopences of the late 18th Century.

Another quite big fairly modern bronze coin is the Jordanian 10-fils.

I started a collection of 19th-20th century large (>25mm) cent/penny coins and large (>21mm) half cent/half penny coins. Here's the list I am using, but I am open to knowing about any additions! Most (all?) are British empire or related coins.

Canada large cent also includes 1858 and 59 :)

Also there are tokens that are canadian look up bank of upper Canada token and bank of lower Canada token. Some really interesting ones!

I am also a fan (albeit mostly from the sidelines) of the Conder tokens from the UK (1787-1805?). Talk about a buncha cool looking varieties that were used in place of coins!

Papal states had large 1, 2, 5 baiocchi coins till 1860. Tibet 5 sho was 29mm.

I love my large coppers, but I never tried to make a list that was anywhere near exhaustive.
I agree that Russian copper coins of the 18th-19th centuries are some of the largest around (still looking for the 10 kopek from the 1830s, which at 42 mm is the last gasp of the really big coinage - only a few 40+ mm types were issued anywhere in the world after that, most of them a good deal rarer).

Unrelatedly (because it's not copper): wow the Gambia 8 shillings. Totally going to get one for my collection (if I can afford the price).

Mexico's 5 Centavos coins from 1914 to 1935 fit your requirements. They measure out at 28mm...
