I felt the obverse was a weak strike, also noticed some markings on the buffalo's shoulder. If it gets an MS, maybe a 62. Seems to have good color and luster to it for eye appeal.

Have you examined the mint mark up close for and RPM? 1938 D has a few.

Weak strike , numerous hits on reverse. I'll stab at MS-62.

This coin is in a NNC slab and is graded MS-67

It seems that on average NNC graded coins are about 2-4 points overgraded !! So nnc ms67 would probably go ms63-64 at a legit TPG ..
I still buy nnc graded coins when I run onto one I like , I just make sure that what I pay is closer to what I assume the actual grade is rather than what it's labeled as ...

at some point you've got to learn to buy the coin and not the holder
these are just simply over-graded

Even with NGC and PCGS, remember to buy the coin and not the label. They aren't perfect either.

64, but this coin isn't worth that much in UNC since there's so many UNC 1938 D's.

I'd say that coin would bring right about 20 bucks give or take a few bucks on ebay at auction .. If I was looking to sell this coin I believe it'd be fair to list for 26 as a BIN item and accept any offer around 22 .
