I had one once and I'm pretty sure they're not vacuum sealed but can easily be opened and re sealed.

Here are some pictures of the packaging for the 2008 Mule Coin in Petro-Canada Package. The top is sealed above the rack hole. There is another seal, heat seal below at the top of the card. There is also a magnifier plastic disc over top of the coin to help see it on the reverse side. Not sure you could slip another coin into this package without it being noticed. I've seen a 2007 coloured one on ebay. They do exist and are rare. I've been on the lookout for one. One went for like $100 a few months ago on ebay

Just my luck.I've got 10 of the 2008 in the petro package and not one 2007.

Near the end of the Petro Canada ease it was possible to buy the 2007 in the packaging directly from the mint, don't know how many but some were sold.

Now I know why I keep running into these Olympic quarters everywhere, over 22 million. Here I thought it was around 5 million. Are these packaged ones a higher quality or just business strikes.

I wouldn't purchase anything but the true Mule. I have one and yes it can be tampered with. The painted coin is the only one of value that I'm aware of.

It should be pointed out that there is a distinct difference between the Painted leaf and non-painted leaf mintage's... That being said... 2007 "Alpine Skiing" Painted Leaf 25 Cent This mule can only be found in special cards, which were produced for Petro Canada. They can also be found in a very small number of collector sets. Instead of the proper 2007 obverse die, a 2008 obverse die was used to strike approximately 40,000 coins. The strange fact regarding this mule: The 2008 dated coins fit the definition of a "mule" coin. HOWEVER, since only approximately 900 coins were produced with the correct 2007 date, and over 40,000 coins were produced with the wrong date the mule coins SHOULD be less valuable than the correct ones. Where did the 900 number come from? The mint did offer these Non-mules directly ordered....

The correct date for the Alpine Skiing colorized quarter in the Petro Canada packs was 2007. When the mint manufactured these packs, the 2008 obverse was accidentally used for over 40,000 of the approximately 41,000 produced. Only about 900-1,000 actually got stamped with the 2007 die, making it an extremely rare coin. I have one. I don't believe the packaging could be tampered with without leaving tell-tale signs.
