Without cheating it looks 65 shot 66. The toning should help it.

With this type of splotchy black toning your destroying this coin by taking photos with an astronomer's high powered telescope . I'm seeing issues with this coin that I shouldn't be seeing on PCGS slabbed 1963-P Washington quarter . My call MS-61/62 .

I would be amazed if it wasn't MS66. Love the toning.

Honestly, I just couldn't even take a stab without this one in hand.

I had a thought about grade, but then I cheated (and I found out that I had nailed it), and for that will not share my guess.

Since I'm at the top end against a lot of low MS, please let me yeah or boo when the grade is listed.

If you click on the OP's picture, it presents a greatly enlarged version with great detail, and you can see some of what the lower-grade people are referring to.

For those that haven't looked at the PCGS site using the cert number, this coin graded MS66.

PCGS's own standards state that to earn a grade of MS66 it should have at most a few minor marks in non-focal areas of the coin. I think this coin exceeds that threshold by a margin, both in degree and number of marks. Their photos are not 40x (or even 10x) -- PCGS states the most they use is 5x, in grades up to MS70.
OP's coin is absolutely stunning in many respects, and I'd love to own it, but my opinion only is that 66 is a generous assessment.
