F-12. The marks on obverse looks like adjustment marks, but I would doubt they would be present on a worn coin like this, unless they were pretty deep when made.

A strong 10 that was possibly net graded a few points for a light obverse wipe.

In all honesty the high points of the eagle appear cleaned, not the obverse

Light obverse wipe? Only ICG could straight grade this. C'mon, someone had a go at that left obverse field.

That's actually my biggest issue with ICG, not that they overgrade, but that they occasionally straight grade details coins.

Considering this coin is almost 190 years old and overall is undamaged with decent eye appeal I have no problem with a straight grade as a VG10.
We've seen pieces stripped of their patina in top tier problem-free holders, I would not condemn ICG for putting this coin in a problem-free holder.
