Yes, it's a ragged clip. It shows the typical lumpy edge texture. As far as the Blakesley Effect is concerned, any gap in a blank's circular outline will generate one. That includes curved (concave) clips, straight clips, ragged clips, broken blanks, pre-strike damage, etc.

Thank you Mike Diamond! Ragged clip it is!  The best part about this coin is I got it for free of charge, as part of the refund. The seller refunded my money, plus sent free coins as well, this was one of them.

SilverCents, the other two were these. One is a pre 1982 blank and the 2nd one is a curved clipped planchet.

Glad Mike chimed in. Congrats E&V.
He doesn't need my confirmation but it definitely is. Like he said that uneven bumpy texture is the give-away along with the Blakesley effect.
