I'm not real familiar with these dollar coins at all. I'm just looking at your images, seeing info and comments from others, and doing an online search. If real, it's quite valuable. Fewer than 20 have been found and it's believed they were struck in late 1999 when the final SBA dollars were being produced to to "meet the needs of vending machines".

Submitting directly to ANACS is probably your best bet. (Google search)
But ANACS is at many coin shows, so if there is any near you you can bring it there. Or a local coin shop may be able to submit it for you.

Ok Thank you all if it is one, it's in pretty rough shape and looks cleaned like someone before me thought they had something but sent it on back into circulation and either cleaned it or rubbed the heck out of it.
