Vise job. The reason it is raised is if you look at the area on the obverse that is damaged it lines up and pushes out the reverse. It tells me the damage on the obverse was done after the vise job.

@Tacc, my sleep deprived brain didn't factor in Jeffersons directional aspect, til pete pointed it out specifically, which was the nail-in-the-coffin vise job moment for me. But technically, you did mention it first.

Yes - just look how the Jefferson bust shows on the reverse exactly where the damage on the obverse exists......
