It is not an error - it is a type I blank for dimes, It had not yet gone through the upsetting mill to get a proto rim (which would then be a type II planchet) in my opinion.

Who would certify a blank? I'm a little surprised that PCGS would call that an error. There is nothing wrong with the blank, it just hasn't been through the upset mill to become a planchet, and is obviously not struck as a coin (yet).

It's called an error because it wasn't struck and wasn't supposed to be released by the mint.

The Mint gave away huge numbers of cent planchets as tour souvenirs. Is it certain that they never gave away other denomination planchets or blanks?
