I think it is a good idea to assume there is a problem with a coin any time you see the word details in its ebay title.

Those aren't great photos, but it looks like it has been over dipped or whizzed. There doesn't appear to be any natural luster remaining on it so I would stay away from that one.

I agree...but it's not limited to ebay..any time you see "details" it usually means a problem coin...if you like it, then fine, just don't expect an original.

it looks like it has been polished, I have seen polished coins have that appearance

I agree, it looks like it has been polished which makes it look proof like. I would stay away unless you want it just for bullion, but then you should only pay the price it's worth in silver.

anybody know why it has that rough look on the head of the obverse? is this just the way some of them were struck of is that PMD?

Yes, looks like this coin suffered environmental damage. Perhaps, the obverse was face down on a heated surface for some time, and/or in contact with some caustic liquid? As BiggFredd said, likely whizzed.

I believe in 1915 San Francisco had an outbreak of Measles and that's the reason Liberty has that appearance. I commend the seller for using the term "details" as many of the ebay sellers aren't willing to share that info. Any environmental damage (even from the old collector tissue) can and will disfigure or alter the surface of many coins. I have purchased collections of uncirculated coins that had been wrapped in cello sheets, tissue, and coin envelopes of the thirties and forties that have environmental damage. The word "details" is very common and a "fair" way to judge these coins for collectors. I for one don't shy away from these but instead will offer a bid of a lessor amount (maybe one to two grades) below the details grade as a compromising amount, depending on the rarity of the coin. If this is a coin that you need for your collection and you can buy it at a price that fits your budget, I say go for it. It's easy for any of us to judge based on our particular collections and finances. You really must be the judge.

Now that I've said what I've said, considering the environmental damage and cleaning that this coin has undergone, I would say that the very top I would offer (if I needed this coin) would be the asking price. He does offer a 100% refund and very inexpensive shipping so I'd go for it. Or email him with an offer! I take offers all the time from my site. Good luck.
