I'm 99% sure that is a Type II SLQ (1917-1930). The stars below the eagle are worn away, but the eagle is higher in position on the reverse than the Type I variety:

Not a 1916 or 1917 type 1.
It's a 1917 type 2 or later year.
The hair totally gives it away.

Type 2.

Based on the worn flat date area it is 1917-1924.

Impossible to tell if it is a 17, but it is definitely a Type II. One of the stars is visible between the eagles breast and the O in dollar, and you can see the strap of the chain mail on Liberty's right shoulder.
