1898 IHC--Die Chip Or MPD?

I've had this coin for a while, and last time I asked around I couldn't get an answer either way. I always thought this looked pretty strange for a die chip, given that misplaced digits happen in this series. I don't have the Snow books for this year--did anything similar get a #?

I have no trouble envisioning it as a die break.

. Now w/ that being said, I can also see a "ghost" outline of a complete "1", but that may be due to me wanting to see that. I know that misplaced digits are common in the IHCs, but I have never heard of one being so far away from the date though. Too bad there is enough wear to make it so difficult to tell... Maybe you could send the picture to Rick Snow for his opinion

There is a Snow variety (S4)(RPD) for an 1899 IHC that has a die chip on the tip of the 8th feather very similar to yours. The die chip is a confirming indicator for the variety. There is no Snow variety with a die chip for 1898. I am guessing that they used the same dies for both years since the date would still be hand punched into the dies.

If die chips happened there on other years, I think that about clinches it.
