are the scratches on the coin or on the slab? If not on the coin I'd say ms 64, if the scatches are on the coin then I say ms 61/62

I don't want to overcompensate for the size of the pictures by grading it high since you said MS-64 is not in the ballpark. I can't really see the details to make a stab at it. I will take a WAG and say MS-66.
