Offhand, this looks to me to be a post-CW, GAR piece - Grand Army of the Republic. Souvenirs akin to this piece were sold at reunions, encampments and other military gatherings. The die work looks relatively early to me - 1870's? GAR gatherings were quite popular and held well into the twentieth century.
