Is it appropriate to ask a ebay seller from which you may buy proof sets from if they cherry picked them and took the best coins and replaced them with lesser coins?

I would say yes, tgough you are probably going to agitate them.

Definitely yes. Sure they might get offended a bit but you certainly have the right to know if you are going to be buying. Plus, if the seller gets mad and agitated at you and yells, then they are risking their sale.

Appropriate, sure, but why would you bother? If he does cherry pick do you think he will tell you the truth? Are you really going to trust him regardless of the answer? The best way would be to assume he does and bid accordingly. If the coins don't look cherry picked then you found a good seller, and buy from him again.

ericnh hits the nail on the head. No need to ask the seller; his/her answer will not shed any light on the status of the coins you might buy. The most you can do is check an ebay seller's feedback carefully and go from there.

In my view, I feel when you buy a set you deserve a fair chance at getting some gems, not something that was picked once over. I guess if you miss buying a set from the mint then your out of luck.

I've heard even non ebay dealers pick them over or return them to the mint if there not high enough ms

I've broken open plenty of newer proof sets and yet figured out how without breaking something, so I wonder how they do this
