Is it better to just leave as a set? Or get graded individually?

Technically it isn't a mint set, as it is missing the original government packaging. It looks like a set someone pieced together for the plastic holder. To worth getting graded in my opinion, cause it'll cost way more than what it's worth

You say it would cost more to get graded than what you can sell it for?

Yes, it would cost much more than the value of the coins to get them slabbed.
