I believe that this coin has either a very weak strike (note the obverse near the date, this is very typical on 80s dates) combined with heavy wear, or it was hit very hard, which would be PMD.

I also agree it's VLDS accompanied by circulation wear. I'm not really seeing dryer coin on it.

I found these quite often back in the 80's, the 85-D showed up a lot like this in western Oregon, I think I have a couple still set aside somewhere.
