my first thought is that when a coin leaves the mint it's mint state as there is no detectable wear on the coin from being circulated. below mint state our grading system is based on how much circulation wear it shows after it leaves the mint.
MS coins are graded on not circulation wear but on any damage that occured to the coin during transit, storage etc.
things like dings, scratches, rub against other coins etc.
based on this premise then you would grade a circulated coin based strictly on amount of wear from circulation. any other issues that occured before or during minting may affect value but not grade
i dont see a difference between grading a coin minted on a corroded planchet and one that was weakly struck. especially when one knows the history of the acquisition of planchets during that time. when I grade a weakly struck coin I grade it strictly on actual wear not the weakly struck areas
considering a coin is only worth what someone will pay for it the buyer would then determine how much it actually affects the amount they are willing to pay. I dont think you can net down a coins grade due to pre-mint issues. how much it affects value is the debate that no one seems to be able to answer. I've heard numbers from 50% to as high as 75%
