Not an RPM, that is caused by zinc rot. Unfortunately a pretty common occurrence under or around the mintmark.

Not Double Struck. That's just a zinc rot bubble forming on the mintmark, which is Post Strike Damage ( PSD), and not an error. Value is 1 cent.

Not "double struck" just a plating issue leading to zinc rot.
