By the phrasing of the question, did you order multiple coins with different accounts to by-pass the limits put in place? If the different accounts all had the same billing or shipment address, it would be relatively easy to weed out those type of orders.
If not, I'm a bit disappointed that the RCM does not have a tighter control over their available inventory.
