Hi again..
Can anyone tell me if this 1974 $2 bill is 100% offset? And if it is, what kind of premium would something like this carry?

Non-expert opinion here but that thing looks like a trainwreck. Found a site that may be able to somewhat help you. Never quite seen anything like this sad to say nor knew it was possible...lol.

That's about a $300 - $400 note in AU and above, looks 100% offset with the picture you supplied.

-It is quite difficult to determine this (answer your question) from the picture provided. To me, it looks 75-99% (BC-47-E3-iii) because I can only barely see the queen's image (she is just visible and I cannot see the COA). Some might even say 25-50% but I do like the way the "Bank of Canada - Banque Due Canada" reversed on top border (and reversed counter 2) are quite visible.

The "premium" such error notes command is entirely dependent on the extent of the error plus condition of the note (which is very difficult to estimate- but looks high grade). I think "GMS5" estimate is a good start.
