Has anybody seen this before? Can anybody tell me how this happens and does it give the coins more value?

Very typical of many 1970s and 80s sets. I suspect the material, in this case the red "cloth", released some type of environmental damage.

It does not increase value and may make them difficult to sell.

I would agree with the above since I have a few from the eighties which exhibit this same characteristic. Personally, I like the look. Especially nickels in shades of blue/violet.

As for value, that's a tough call. There are a select group of toned collectors who pay a premium, which would depend on grade and/or third party certification.

It may be hard to find someone to pay a premium for them since a lot of those sets toned this way.
