1996 Washington Quarter., Pls Help Me Identify If Mint Or Post Mint Damage

Hello, this is my first posting anywhere looking for knowledgeable advice.... it looks to have no plating on reverse, obverse seems to have plating
issues. IN GOD WE TRUST the IN G and TR are almost completely missing
There are no scrapes or scratches and possible small cud error but
unable to get a good pic.... doing this about a year and still a definite amateur. would like feedback as to what yall think about how the damage occured , whats its called etc... thank you in advance..

to CCF. Need reverse pics,but looks like environmental damage to me.The weak letters might be a minor struck through grease and as to the possible CUD,CUDs always include the rim. If only on the rim it is a rim CUD and if it starts on the rim and goes into the central part of the coin then it is called a CUD.

Thank you, the cud is a dent I believe, after what you told me. I Would like to send a picture of the back and get your final opinion. The back just looks like it has no coating at all, I thought I had a picture on there but errantly I didn't. The only thing about that front it makes me think it happened at the mint is the fact that there are no scratches really

This coin is considered damaged, looks like it is coated and smiered with a foreign substance.
