the L and I in Liberty are not complete on this 1890 Morgan dollar. How do I classify this coin? Is it an error, or damage? Is it a die problem?

My first thought is that it is a minor die problem.

Needs further investigation, perhaps examination under 100x magnfication, by a professional numistmatist.
10x magnification may still leave some doubt, because the picture we see here is certainly of good quality.

I believe I know what this is. When examining the coin closer, I saw the shadow of an O right behind the I in liberty. I guess that makes it a strike through error. Any thoughts?

The only thing I see is damage to the R.

The L is incomplete. The top of the I is not evenly pressed. Behind the I is the shadow of an O. I compared the R to other coins, but did not note any difference.
