I'm having trouble finding this note in any catalog. The only information I have is that it's 1 Kopek from the city of Libau in Latvia from 1915. Both sides of the note are identical. Is anyone familiar with these?

Interesting - Is the date on the other side? I don't see it. My simple catalog library only shows a start of Latvian Banknotes in 1919.

No the other side is exactly the same. The person that sold it to me said 1915. Not sure of the accuracy of the date.

I think the main legend is

which Google translates as LIBAVA CITY SELF-ADMINISTRATION.

LIBAVA is now known as Libau or

I've just found https://en.wikipedia.org/wiki/File:...5_%D0%B0.jpg which effectively translates the same legend as Libava City Government.

It's dated 1915.

Perhaps the note is listed in catalogues under "German occupied territories" or in a "Notgeld catalogue" - neither of which I have.
