1985 D Penny Grading Estimation

So I was going through my pennies this morning and came across this pretty clean 1985 D penny. I'm wondering what you all think in terms of grading. I see a few places of mild spotting, and no major dings or scratches. The coins images and fields all have a bumpy/fuzzy appearance though. I'm wondering if this is from zinc dust getting trapped during minting. Let me know what you all think!

Zinc dust is trapped under the plating, causing this appearance.

Thanks @coinfrog! I figured that was the case. So does that make the coin pretty much not worth grading?

I guess that's better than anything I've found so far. I guess I need to keep looking but maybe I'll hold on to it to spur me on until the next find.

I struggle with these,
To me that is uncirculated, mint state. I don't see any evidence of use/wear, just mint damage/weirdness with the bumps.
I would argue U60 here, with the understanding that its a common type of error that reduces instead of increases value? I would put that one in cardboard holder.
