Hi Roadrunner welcome to the forum

The coin looks to be VF-20 or 25 details the damaged reverse will hit the grade fairly hard .

IMO the grade should look like this VF-20 damaged , but with the net grading it will more than likely look like this VF-20 details net grade damaged VG-8

Looks F15-VF20 cleaned and possibly damaged. I'd soak it in distilled water and then xylene to see you can remove some of the crud. DO NOT RUB, just soak.

The cleaning and/or damage notwithstanding, I'd go VF30. The obverse has a shot at EF but the reverse holds it back.

The reverse looks like a different coin. A lot more wear and varying color. I'd still go choice very fine but it's puzzling.

I think this is probably a F15. However, if it was sent to a grading service, I would expect it to come back as Damaged or Cleaned. The reverse sort of gives it away because of all those long scratches across the surface. I think, at least the reverse, was harshly cleaned/scrubbed at one point. The scratch that goes right through the "E" in "STATES" is one example of what makes me think this coin was harshly scrubbed.
