This could very well be just damage, but under closer inspection, the makings for a nine can be seen above the date, along with other markings inside the indent. On the reverse, there are more odd markings, with what looks to be some letters on the memorial.
When you see a incuse area on the coin and see an area on the other side that's raised, it's just damage. If it happened during the strike, it wouldn't affect the impression left by the other die.
