If you get it XRF ed by a coin dealer or Jeweller you will have your answer , cost about ten bucks . I have seen similar pieces on my European Coin buying trips . There are most likely gaming counters ( Spielmarke) a possible creation by Lauer , German manufacture . Another possibility is a promo piece , made pre Hobby Protection Act , thus not marked "Copy" .
