What the heck does that last sentence mean, that mints are making errors to sell on purpose? I know mints are having a hard time making profits, but come on.

I think you are adding two plus two and getting five. This sentence does not say "Flat dies are are sometimes used -- by mints -- to create intentional errors for the marketplace."

Nevertheless, I concur with your displeasure with the grammar in use.

I think the article is referring to employees of mints that create errors, not the mints sanctioning the act themselves.

Regardless, it's extremely rare for intentional errors to be made on US coins, the vast majority intentional errors are on foreign coins.

Not so sure about that

Thats why I said "extremely rare" and not "impossible"

Has that particular error been conclusively attributed to intentional action?

Absolutely not - I doubt any "Intentional" striking error coins have been. Not only would that ruin the hype and the price realized at auctions but then that would also admit you can sneak coins out of the mint. That would be making the Mint's security look flawed.
