1962 P Roosevelt Dime: Die Gouge? Or Something Else?

Pulled this out of an uncirculated set. Besides the nice toning, I noticed something that looked like a scratch on the reverse, but it goes under the E and D in "United."

I have no idea what this is, can anyone help?

Die gouge of some sort. It also goes under the ST of states.
