1829 10c Capped Bust Dime Proof?

This was an interesting basement slabbed coin that I bid on tonight but did not win. The 1829 Proof dime had a whopping mintage of 12 coins. It was bid at around ~$240 with less than a minute to go so I placed a bid of $727 with a few seconds to go. Was outbid by someone who was willing to pay more that I was and it went for $729.29.

So, do you think it is a proof? If proof 63, it is a $20,000 coin. Did I just miss out on a whopper?
