It looks like a lamination error to me as well but I am not 100% sure. I like this forum because there are some really knowledgeable people who know their stuff and happily interact with posters.

Yes - that is a lamination error and a fairly large one at that.

We don't generally discuss Indian coins in the US coins forum - but at least you have confirmation of your suspicions.
