Going through some coins today and found this. Is this a die crack? It is raised. Keeper or off to the regulars jar? Sorry if pics are not the greatest. Still trying to figure out a way to post better pics.

Doesn't really look like a scratch to me. Looks raised. If PMD, then maybe solder or something? (I've seen other posts where that's been suggested). I also think I see small die cracks at the base of each side of the Memorial... at least the left.

And either a mad or slightly off center strike?

Yes, die cracks in common areas on this year, especially if it is zinc.
