Since the coin itself seems to be normally well-centred, it's not technically an "off-centre strike" - it's a misaligned core - in other words, it is the fabrication of the blank itself is what is misaligned; the hole in the ring was punched off-centre.
I do have to say, that my first thought whenever I see a bimetallic coin with a misaligned core, is "is it counterfeit" - because this is something that counterfeiters will often get wrong.
