I have this Belgian States (Austrian Netherlands) coin from 1771. It appears to be a 1/2 Kronenthaler based on the inscriptions. However, the size and weight do not match the KM #19.
The diameter should be 35 mm with a weight of 14.72 g.

Mine has a diameter of 33 mm and a weight of 13.6 g. The damage on the front also looks strange since it almost appears as if it is a plated coin and the silver has peeled off in various places.

Is this an old well worn forgery or something else?

That said, many of the details that are still visible look pretty good (like the mis-aligned C in COM). Well worn samples I can find at auction are not less than 14.3 gr., but if there is a achunk of metal missing as on yours ...
Is the edge inscribed?

Yes the edge is inscribed. Well worn on one side edge, but still inscribed.
