This coin still has its luster, with very few dings on the rim; hard to judge out of hand, but I'll say a rare rating of: MS62.
What is the little wiggle in front of Franklin's nose?

Looks like Reed Marks. Or perhaps the Arabic number 4.

I guess you're right, but it looks like it's above the surface to me.
