The first issue of fractional currency (1862-1863, with postage stamps as the prominent design feature) did use fairly thin paper and the notes were frequently counterfeited, which lead to design changes (including security features and different types of paper) over the subsequent 2nd through 5th issues.
By the way, the 3 cent denomination was only used for the 3rd issue of fractional currency, from December 1864 to August 1869.
