1983 Unusual Marking Near Motto

here is a 1983P. it has some unusual marking between the rim and "GOD" in the motto. it is visible without magnification. under a loupe it is clearly raised, so I have ruled out damage. I dont think it is a chip or break. I have never seen one like this, before. opinions are appreciated. thanks.

Looks to me like a long plating bubble.

I've seen a few like that, don't know the cause and I did keep one just for the heck of it.

Poke it with a toothipick...it sorta reminds me of file marks I see on older coins.
