Here is a recent excerpt from Steve Contursi, President of Rare Coin Wholesalers about Branch Mint Proof Coinage.

Only recently has the existence of Branch Mint Proof coins been acknowledged. The commonly held myth was that only the Philadelphia mint had the proper facilities (and the proper right) to mint Proof coins--everybody knew that. So the talk of proof coins from other mints was totally dismissed. (Of course, nowadays Branch Mint coinage is the regular practice. San Francisco and West Point Proof coins are the standard.) But gradually, it was recognized that somehow, for whatever reason, the other mints had produced Proof coins!

All Branch Mint Proof Morgans are RARE, typically only about a dozen minted altogether. (The other Morgan Branch Mint Proof dollars are 1879-O, 1883-O, and 1921-S.) There is still a great deal of mystery about the circumstances that lead to the production of these coins

There is also the 1894S Proof Liberty Head dime and the 1870S Seated Liberty dollar.

Just for clarification, this excerpt is from another dealer who was only talking about the Morgan dollar series.
Since there is no real data on these proof Morgans, it is often speculated that they were presentation pieces for Friends of the mint, or maybe the mint director themselves.
You also have to take into consideration that many small details are left out of the mint records.
