I think it was struck with slightly rotated dies and just a hair off center - the weakness in ED STATE is mirrored from K5-K7 not K3-K6. Almost all 1855s have the clash marks (Ron Guth's write-up at PCGS makes note of that) - probably happened when they first put the dies into the press.
