That is the "Dancing Man" Commemorative issued in 2005 celebrating the 60th anniversary of the end
of the WWII. There were 32,788,000 minted so I don't think it is a mule.

Hi Skylar18 and to the forum!

No, not a mule but rather the blank was slightly misaligned in the press during the minting process resulting in it being struck slightly off centre (different to the 2000 $1 mule).
