Does anybody know whether the edge design of the 1999 Lunar 1 2 oz silver coin is different from the rest of this series? I stumbled on a couple of coins that featured only partial reeded edge and smooth sections in between. Is it normal? Other coins in this series have a continuous reeded edge.

Yes, the two-ounce silver coin in Australia's Series I Lunar bullion has what is termed a "segmented reeded edge" which indicates that the edge uses an alternating combination of reeded and flat segments on its edge. This edge design is normal for the coin you specified.
