It's has weird purple toning.

In The Hand it's all Rainbows on The Obverse with an overall "purplish" aura. The Reverse is all grey but completely flat. I cannot say if there was an attempt at artificial toning or perhaps cleaned or both or neither.

At least EF45.
AU if graded south of the border.
The toning does not look natural IMO.
"Dipping" is not considered cleaning...

Yeah, I would say AU-50.

Looks like it was cleaned and then artificially toned

I don't see any evidence of wear. I'll say MS details (altered surfaces).

I see wear so I'm in there at EF45-AU50. This one looks more AU to me. Sounds like it was perhaps over-dipped and then something weird has been done to it. Pretty likely PCGS would QC it I'd say.
