That looks like a strike through from the lint or fibers of the polishing cloth.

Do errors on a proof like that car ry any premium? I bought a second set that year in case this one was worth selling along wit h the cent die crack shown here. I figured proof sets went through higher quality control than other sets.

It might even lower the value as most people that collect
proofs like them to be perfect and unmarked.
