Well not everything is shipped in bubble packages.
I got my P/D constitution Quarters just now and it was shipped in the same box as in the past, BUT they changed the tape - much better sealing of the opening

No issue with the black poly bags; both Enhanced Uncirculated coins' OGP was fine.
