Do you consider the 4th of July Privy mark coins that the Mint "Sprinkled" into rolls as Circulating or strictly meant for Collectors?

I thought the July 4th Trump privy dollars were only seeded into the rolls and bags sold through the U.S. Mint website and store. If that's the case those were most likely searched for the privy coins and they won't get into regular circulation.

I can't think that anyone would order the bags and rolls to put in their till or pocket to use or spend at the price the mint charges ($61 per Roll and $154.50 per bag). They sold out in the first hour of availability.

If I'm wrong and they were also seeded into regular distribution then, as Emily Litella would say "Never mind".

OP is referring to the Jefferson quarters, not the dollars.

That was my original query, since the Trump coin is being addressed, that privy as well as the "9/11 Never Forget" are questions also. I understand that they most likely will never be in actual circulation.
