Not an error, it has been added after the banknote was printed.
Not sure of the meaning, possibly done at the bank.
Perhaps someone else can identify the reason.

Looks like a 26 ink stamped on the bill.

Lots of bills, especially $100's, have ink "counterstamps" on them especially ones that trades overseas like the old Trade dollars.
