I would say VF by wear but has a lot of scratches and dings. By the photo it looks like it might be a little bent too. Is it?
Interesting history to that country, Manchukuo.

I suspect fredd means that it has the details of a coin in fine condition, but due to all of the damage it would sell for less--maybe for the same price as an undamaged coin in good condition.

If the coin were made of silver, that would be a baseline price that it wouldn't fall below, but this coin is not silver.

Fredd often needs translation, even for those of us who speak his language,

LWCfan, you mean it could only be worth price for G- grade?

If it's silver, it could be worth its silver content at less.

But regrettably it's only an aluminum coin.
